Rule 11 · handoff (Loki Rule 6)
Ownership handoff — initiate → accept
Accepting a handoff swaps the animal's accountable keeper atomically. An UNACCEPTED handoff changes nothing: the ORIGINAL keeper still owns the animal. This is the exact failure mode Loki Rule 6 prevents — no silent handoff, no dropped accountability.

The seeded pending handoff leaves ownership with the original keeper. Confirm it in the table: while a handoff is initiated, the “current owner” column still shows the FROM keeper. Only after you press Accept does ownership move to the TO keeper (and the coverage board updates in the same transaction).
